KARACHI (August 19, 2026): Chairman of the Pakistan Petroleum Dealers Association (PPDA) Malik Khuda Bakhsh has said that the legitimate interests of 15,000 petroleum dealers across the country will not be allowed to be ignored or compromised under any circumstances. He said meaningful and result-oriented negotiations with oil marketing companies would continue to resolve the issues faced by petroleum dealers.
He expressed these views while leading an important meeting with the Oil Companies Advisory Council (OCAC). The meeting was chaired by OCAC Secretary General Nazir Abbas Zaidi, where various business and administrative issues confronting petroleum dealers were discussed in detail.
The PPDA delegation included Malik Sher Khan, Chaudhry Irfan Elahi, Tariq Hassan, Raja Waseem Shahzad Kiani, Ameer Khan, Anwar Kamal, Saeed Khan, Khawaja Kashif Elahi, Babar Ali Chaudhry and Chaudhry Faisal Arif.
According to a statement issued by PPDA Information Secretary Babar Ali Chaudhry, PPDA Chairman Malik Khuda Bakhsh said during the meeting that petroleum dealers play an important role in the country’s economy and energy sector. However, rising costs, various charges, disparity in rentals and other issues have made it increasingly difficult for dealers to continue their businesses. He made it clear that the PPDA would not compromise on protecting the legitimate rights and interests of petroleum dealers. The meeting discussed in detail the issues of calibration and filling standards for petroleum products, higher rentals for COCO-leased sites compared with lower rentals for dealer-owned sites, and losses occurring after fuel decantation. The PPDA also demanded the complete elimination of charges imposed on PSO Cards, Infinity Cards, Shell Cards and other payment methods.
The PPDA also expressed concerns over fuel loading after 5:00 p.m. and changes in prices at midnight, while demanding the complete abolition of franchise fees. The issue of lubricant prices and forced sales was also discussed. The PPDA expressed concern over lubricant prices at high-street outlets and said that the withdrawal of discounts and concessions previously offered in quotations was detrimental to petroleum dealers.
Malik Khuda Bakhsh strongly opposed the practice of withholding or refusing the issuance of No Objection Certificates (NOCs) after the expiry of lease periods. He said such actions adversely affect the business rights of dealers and would not be accepted under any circumstances. The meeting also discussed the cost and maintenance of digitalization, which the PPDA demanded should be borne by the oil marketing companies, as well as the supply of lower quantities of fuel through ADR, issues relating to buyers of transport vehicles, mobile device charges and other matters.
Malik Khuda Bakhsh said the PPDA wanted practical solutions to the issues through negotiations and would continue working with oil marketing companies through cooperation and consultation to reach decisions acceptable to both petroleum dealers and OMCs. He said that the problems of petroleum dealers could not be ignored continuously, as thousands of businesspeople and millions of livelihoods were associated with the petroleum dealership sector. The PPDA delegation reiterated its commitment to protecting the legitimate interests of petroleum dealers across the country and taking practical steps to resolve their issues and concerns through continued consultations with oil marketing companies.
