ISLAMABAD: In a significant move to ensure universal identity coverage, the National Database and Registration Authority (NADRA) has announced a time-bound facilitation framework for citizens facing documentation hurdles. Valid until December 31, 2026, the initiative allows first-time applicants to obtain a Computerised National Identity Card (CNIC) even in the absence of a local government-issued computerized birth certificate.
The decision follows a granular analysis conducted for NADRA’s Annual Report 2025. The study, carried out in coordination with the Pakistan Bureau of Statistics and the National Commission on the Status of Women, revealed a residual registration gap of 1.7 percent. This “invisible” population is primarily composed of females and residents of districts with weak civil documentation infrastructure.
Legal & Verification Framework
The Federal Minister for Interior directed the relief measures after findings showed that the lack of primary “feeder documents”—like birth certificates—was the leading cause of non-registration.
Invoking Section 5(1)(b) of the NADRA Ordinance, 2000, the Authority Board approved a structured verification mechanism:
- Biometric Safeguards: Registration is contingent upon the established records of immediate family members and mandatory biometric verification of a registered relative.
- Gender-Specific Facilitation: * Married Women: Registration requires a Nikah Nama, the husband’s CNIC, and biometric verification of either a parent or the husband.
- Unmarried Women: Requires a parent’s CNIC and their biometric verification.
- Male Applicants: Those above 24 years must provide CNICs of both a parent and a sibling, alongside a parent’s biometric confirmation.
Fee Waivers and Irrevocability
To further encourage registration among marginalized groups, NADRA has announced that Teslin non-smart CNICs applied for under the “Normal” category will be issued free of cost under this framework.
However, the Authority cautioned that once an individual enters the National Identity System under this facilitation, their parentage, date of birth, and place of birth will be considered irrevocable and non-changeable.
“This is a window of opportunity for those who have been left out of the social safety net due to procedural technicalities,” a NADRA spokesperson stated. “We urge citizens to ensure data accuracy at the time of registration to avoid future legal complications.”
