Ufone (PTML) to absorb Telenor Pakistan operations under single entity
Regulatory approval paves way for stronger competition and 5G readiness
ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has approved the merger plan between Pakistan Telecommunication Mobile Limited (PTML) and Telenor Pakistan, marking a major consolidation in Pakistan’s telecom sector.
The approval allows the transfer of Telenor Pakistan’s mobile licenses, assets, and operations to PTML, which operates under the Ufone brand. Following the merger, PTML will emerge as the surviving entity, while Telenor Pakistan will cease to exist as a separate licensed operator.
The development comes after Pakistan Telecommunication Company Limited completed the acquisition of Telenor Pakistan in December 2025, as part of its broader strategy to strengthen its footprint in the country’s digital and telecom ecosystem.
Regulatory sources indicate that the merger is a critical step toward integrating network infrastructure, spectrum, and services of both operators. The move is expected to enhance operational efficiency, improve service quality, and expand coverage across Pakistan.
Industry analysts believe the consolidation will reduce the number of mobile operators in Pakistan to three, intensifying competition while enabling economies of scale. It also positions the merged entity to better compete in next-generation technologies, including 5G rollout and digital services expansion.
The PTA had earlier conducted a comprehensive review of the merger, focusing on competition safeguards, consumer protection, and service continuity. The approval is part of a broader regulatory framework aimed at ensuring a balanced telecom market while encouraging investment and innovation.
With integration now moving forward, the telecom sector is expected to witness significant transformation, as operators align infrastructure and prepare for future digital demand.
